Prior to Dec 31 2016, a mariner seeking an endorsement based on sea time with at least one day of sea service prior to March 24, 2014, will be examined under the old regulations (version 4.1), using the old question database, unless they have specifically requested examination under the current regulations on their evaluation form.
After Dec 31, 2016, all new applicants whom do not have an approved application dated prior to Dec 31 2016, will be tested under the new regulations (version 5.0 and up).
After March 23, 2019 all mariners will test under the new regulations regardless of the date of their sea time.
The USCG National Maritime Center has misstated this policy several times to me on the phone. I recommend you contact them and verify your test modules. Contact the National Maritime Center at: (888) 427 – 5662.
